Program Description

The Housing Choice Voucher (HCV) Program, also known as Section 8, is a rental voucher program funded by the U.S. Department of Housing and Urban Development (HUD) to aid low-income individuals and families. It is the primary federal program that helps low-income families, elderly, and disabled persons to afford decent, safe, and sanitary housing in the private market.

Housing Quality Standards Inspection

The U.S. Department of Housing and Urban Development (HUD), developed Housing Quality Standards (HQS) that establish the minimum requirements housing must meet before rental assistance is provided under the HCV Program.

The Leeds Housing Authority (LHA) is responsible for ensuring that each unit occupied by an HCV Program Participant meets HQS prior to initial occupancy and at least once every 24 months (2 years).

Type of Inspections
Description
Initials (New Rentals & Transfers)
Initial rental inspections prior to the tenant moving into the unit or transferring to a new unit. The owner must only call LHA to schedule a new Rental/Transfer Inspection when the unit is ready.
Bi-Annually
Required inspection to ensure the unit continues to meet Housing Quality Standards. LHA schedules the inspections and will notify the tenant and owner by appointment letter.
Special
The tenant requested an inspection of the unit and/or public space. The tenant must notify the owner of the outstanding repairs before contacting LHA.
Quarterly Inspections- LHA Development LLC Apartments Only
Inspections are to ensure the resident is keeping the unit decent, safe, and sanitary.

Portability

If you are currently a participant in the Housing Choice Voucher (HCV) Section 8 program and want to move to Leeds, Alabama, you may be eligible to use your portability rights. Portability refers to the process of leasing a dwelling unit with housing voucher tenant-based assistance outside the jurisdiction of the Public Housing Authority (PHA) that issued the family its voucher. For further information, you can find the HUD regulations governing where a family can move, and the responsibilities of the Initial PHA and the Receiving PHA can be found in sections 982.353 through 982.355 of the program regulations. To initiate the process, you must contact your Initial PHA to confirm your eligibility for a portability voucher. Once verified, your Initial PHA can send your paperwork to The Housing Authority of the City of Leeds at 1630 Moores Street, Leeds, Alabama 35094, addressed to Destin Brock.

It's important to note that relocating your voucher may require extra documentation and may take some time. Your current housing authority will provide you with all the necessary information and requirements regarding your relocation. If your initial PHA has any questions about the process, they can contact Destin Brock at (205) 699-6223, extension 3. Once The Housing Authority of the City of Leeds receives your documentation, they will review it and contact you for further instructions.

Please do not contact The Housing Authority of the City of Leeds to confirm receipt of your portability packet. Instead, contact your current housing authority for information regarding your voucher transfer.
